The purpose of the Capital Case Litigation Initiative (CCLI) is to provide high-quality training and technical assistance on death penalty issues to prosecutors and defense counsel who litigate death penalty cases. This program focuses on ensuring quality representation in death penalty cases and trials. The goals of CCLI are to increase the number of capital litigation attorneys trained in death penalty cases, and to ensure that defense counsel and prosecutors have the most up-to-date and comprehensive information available to them on death penalty litigation.

The Pennsylvania Commission on Crime and Delinquency, State Administering Agency for the State of Pennsylvania, will work with the Defenders Association of Philadelphia (DAP) and the Pennsylvania District Attorney's Institute (PDAI) to provide training on death penalty issues to defenders and prosecutors in the State of Pennsylvania. Each organization will receive equal amounts to conduct specific discipline trainings.

The PDAI will conduct a 2 1/2 day training utilizing its curriculum in consultation with the NDAA for approximately 65 Pennsylvania prosecutors. The training is designed to provide prosecutors with sufficient training to prosecute death penalty cases.

The DAP will hold two comprehensive programs over the 24-month project period. The two proposed programs will be developed in accordance with professional and training guidelines and standards promulgated by the ABA, NLADA, NACDL, and other leading organizations. Instruction will focus on improving the skills of capital defense attorneys and other members of the capital defense team to prepare and present a vigorous and thorough defense case for effective representation. Grant funds will cover applicant administrative costs, consultant services and fees, and conference related expenses.
