Description of original award (Fiscal Year 2009, $200,000)

The purpose of the Capital Case Litigation Initiative (CCLI) is to provide high-quality training and technical assistance on death penalty issues to prosecutors and defense counsel who litigate death penalty cases. This program focuses on ensuring quality representation in death penalty cases and trials. The goals of CCLI are to increase the number of capital litigation attorneys trained in death penalty cases, and to ensure that defense counsel and prosecutors have the most up-to-date and comprehensive information available to them on death penalty litigation.

The South Carolina Commission on Prosecution Coordination (SCCPC) will utilize the FY 2009 CCLI grant award to deliver quality training to both prosecutors and defense attorneys who try capital cases in the State of South Carolina.

The SCCPC will serve as the fiscal agent to administer the grant funds and will work in cooperation with the South Carolina Commission on Indigent Defense (SCCID) to deliver the training. Grant funds will be divided equally between the SCCPC and SCCID to host relevant trainings for the improvement of the quality of legal representation provided by capital case prosecutors and defense counsel.

The following two deliverables will occur: (1) sponsor two educational 2 1/2 day capital litigation seminars that will target up to 50 legal representatives of indigent defendants; and (2) sponsor two educational 2 1/2 day capital litigation seminars that will target up to 50 prosecutors. Grant funds will cover fiscal agent administrative costs, travel costs for in-state seminars, training materials, consultant services for faculty speakers and travel expenses, and conference related expenditures including rental fees and web updates.
