The Drug Court Discretionary Grant Program is designed to assist states, state courts, local courts, units of local government, and Indian tribal governments in developing and establishing drug courts for substance-abusing adult and juvenile offenders. Drug court programs funded by the Drug Court Discretionary Grant Program are required by law to target nonviolent offenders. The program supports the following activities: adult drug court implementation, single jurisdiction drug court enhancement, statewide drug court enhancement, and planning efforts.

The Arkansas Department of Community Corrections will use their Fiscal Year 2009 Drug Court Discretionary Grant to enhance the 5th Judicial Drug Court Treatment Program in Russellville. They will expand needed drug court services to participants with co-occurring disorders and victims of domestic violence. By increasing services to include mental health and victims of domestic violence, in addition to drug treatment and cognitive therapy, clients and their families are able to become more stable. Grant funds will also be used to educate the community and solicit local support for the drug court through community outreach events.
