Description of original award (Fiscal Year 2008, $357,739)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Kansas City, Kansas Police Department Victim Services Unit will implement a three-year program to enhance police-based victim services, increase crime prevention efforts, and improve the capacity of law enforcement and the criminal justice system to successfully investigate and prosecute criminal cases. The unit will reach out to victims of crime, participate and collaborate in crime prevention activities, and provide tools for the successful investigation and prosecution of crimes. The unit will conduct a program evaluation and needs assessment; provide resources for unmet needs of victims of crime; develop and implement a program to identify, educate, and assist victims of domestic violence; develop and implement a program to prevent, identify, educate and assist victims of teen dating violence; and provide training opportunities for local victim service providers. The program will also enable the Kansas City Police Department's Criminal Investigation Bureau to obtain tools to enhance evidence collection and case investigations as well as supply local prosecutors with quality evidence for presentation in criminal proceedings
