Description of original award (Fiscal Year 2009, $150,000)

The purposes of the FY 2009 Tribal Courts Assistance Program (TCAP) are to develop new tribal courts, improve the operations of existing tribal courts, and provide training and technical assistance for tribal court staff. The TCAP program goals are to provide planning grants that will focus on establishing tribal courts by supporting the development of comprehensive strategy and implementation plans, provide grants for existing tribal court systems to enhance tribal court services, and provide planning grants for tribal justice system strategies.

The Lac Courte Oreilles Band of Lake Superior Chippewa Indians (LCOB) will enhance the operation of the Lac Courte Oreilles Band of Lake Superior Chippewa Indians Tribal Court. They will hire personnel and contractors responsible for the implementation of project objectives. The goal is to implement and improve the tribal court records management system. LCOB will improve court paper records management by developing a records management policy, develop standard filing conventions for court records, create a court records database, and create a central filing system for all court documents. LCOB will create electronic case files that will be accessible by multiple agencies. They will formulate strategic direction for the tribal court electronic system, research the operations of other integrated justice information systems, develop objectives for record integration, purchase software, train staff, and transfer court cases from a paper filing system to electronic system.
