The purposes of the FY 2009 Tribal Courts Assistance Program (TCAP) are to develop new tribal courts, improve the operations of existing tribal courts, and provide training and technical assistance for tribal court staff. The TCAP program goals are to provide planning grants that will focus on establishing tribal courts by supporting the development of comprehensive strategy and implementation plans, provide grants for existing tribal court systems to enhance tribal court services, and provide planning grants for tribal justice system strategies.

The Eastern Shoshone Tribe will enhance Tribal Court efficiency and ensure the continuity of traditions and culture while maintaining its sovereignty and self-determination. Presently handling about 2,300 criminal cases per year, the Tribal Court will use the funds to purchase new computer hardware and software; upgrade its case management system; update Tribal Criminal Codes; and hire a Probation Officer. The Tribal Court will undertake this effort in collaboration with an Advisory Board. The Advisory Board will comprise representatives from the Court, Prosecutor's Office, Juvenile Services, Family Services, Recovery, Tribal Council and the community. The Tribal Court will keep all interested parties apprised of the coordinated effort of moving forward toward the goal of improving the Tribal Court's administration of justice on the Wind River Reservation.
