The Planning Correctional Facilities on Tribal Lands Competitive Grant Program assists tribes in developing strategies to cost effectively plan facilities associated with the incarceration and rehabilitation of juvenile and adult offenders subject to tribal jurisdiction. Careful planning is critical to ensure that correctional facilities, when completed, are appropriately designed for the intended population, supportive of cultural and traditional values, safe and secure when completed, and in compliance with Bureau of Indian Affairs' standards regarding correction operations, programs, and design.

The Fallon Paiute-Shoshone Tribe will use the FY 2009 Correctional Facilities on Tribal Lands Program Planning award to develop a plan for a regional correctional facility (serving adults and juveniles) for the eleven tribes in western Nevada, which includes the Fallon Paiute-Shoshone Tribe, Loverlock Paiute Tribe, McDermitt Paiute Shoshone Tribe, Pyramid Lake Paiute Tribe, Summit Lake Paiute Tribe, Walker River Paiute Tribe, Winne Mucca Paiute Tribe, Yerington Paiute Tribe, Yomba Shoshone Tribe, the Reno-Sparks Indian Colony, and the Washoe Tribe of Nevada/California. The Owyhee Detention Facility is currently the only correctional facility in the State of Nevada designed for tribal prisoners (adults and juveniles); however, the location of the facility (an average of 359 miles from western tribes) has adversely affected the rehabilitation of offenders and strains the law enforcement agencies, which lack coverage during the required transporting of criminals. The construction of a regional correctional facility would provide a cost and personnel savings to the Tribes, as well as enhance the safety of the tribes who currently suffer with minimal or no police coverage at all during transports to Owyhee. Grant funds will be used to develop a Comprehensive Master Plan, which will identify the detention needs of adults and juveniles of the western Nevada Tribes, identify the detention facility's needs and an operational plan, and identify possible financing options for future construction.
