The Planning Correctional Facilities on Tribal Lands Competitive Grant Program assists tribes in developing strategies to cost effectively plan facilities associated with the incarceration and rehabilitation of juvenile and adult offenders subject to tribal jurisdiction. Careful planning is critical to ensure that correctional facilities, when completed, are appropriately designed for the intended population, supportive of cultural and traditional values, safe and secure when completed, and in compliance with Bureau of Indian Affairs' standards regarding correction operations, programs, and design.
The Navajo Nation will use the FY 2009 Correctional Facilities on Tribal Lands Planning award to develop plans for an adult regional correctional facility in Kayenta, Arizona to address the need for jail bed space on the Navajo Nation.
The grantee proposes to use the 'Program Logic Model' in developing this plan. The basic elements of the proposed process includes: assessment, capacity, planning, implementation, and evaluation. Also included will be the sustainability of the project and a cultural component in developing plans for this facility. The goal of this plan is to restore and strengthen the Navajo Nation criminal justice system by including plans to provide intervention and rehabilitation services; reduce recidivism and overcrowding; plans for cultural education and spiritual healing through use of traditional services, i.e., a sweat lodge and purification ceremonies; and plans for alternatives to incarceration through use of the electronic home monitoring systems, community services and court-ordered treatment for substance abuse.
The Department of Corrections will work with a project team, including tribal and Bureau of Justice leadership, services and treatment providers, and court, prosecution, education, and medical personnel. This team will be sustained throughout the plan development, implementation, construction, transition, and occupation of the regional detention facility.
