The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. Residential Substance Abuse Treatment Formula Grant funds may be used to implement three types of programs. At least 10 percent of the total state allocation for FY 2009 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below.
The State of Texas ' Criminal Justice Division (CJD) will utilize the FY 2009 RSAT funds to fund continuation sub-recipient projects that provide aftercare services. CJD proposes to fund projects that serve offenders in state and local correctional facilities. Participants may be male or female, adult or juvenile. Treatment services may include vocational programs, family involvement, comprehensive case management, transitional planning, academic education, and other relevant activities.
Specifically, the State proposes to continue funding treatment services in both adult and juvenile correctional or detention facilities where priority will be given to those projects that have satisfied program requirements and to projects that provide transitional aftercare services. (Note: Aftercare is not a covered RSAT service in Texas.) No administrative funds are requested via the FY 2009 RSAT grant. CJD contracts with the Public Policy Research Institute at Texas A&M University to continue to collect and formulate performance measure data for progress reporting.
