The Bureau of Justice Assistance (BJA) solicits applications for initiatives which assist law enforcement in rural states and rural areas. The program helps rural states and rural areas to prevent and combat crime, especially drug-related crime, and provides for national support efforts, including training and technical assistance programs strategically targeted to address rural needs.

The Assistance to Rural Law Enforcement to Combat Crime and Drugs Program, administered by BJA, helps rural states and rural areas prevent and combat crime, especially drug-related crime, and provides for national support efforts, including training and technical assistance programs strategically targeted to address rural needs. In addition, priority consideration will be given to local law enforcement agencies in rural areas where the unit of local government is not eligible to receive a direct allocation from the Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) Program or received a direct allocation that was $50,000 or less. Applicants were invited to submit a proposal under any one of the following categories to: (1) combat rural crime; (2) improve rural law enforcement investigations; (3) enhance rural detention and jail operations; (4) facilitate rural justice information sharing; or (5) develop a national training and technical assistance program.

Under Category 1, the Shoalwater Bay Indian Tribe ("the Tribe") will use its award to enhance community safety. The Tribe is responsible for keeping the community members who live on the reservation, as well as reservation guests and visitors to the Tribe's casino, safe and free from harm. In addition to being responsible for these individuals' safety, the Tribe's officers must protect and serve the residents and visitors of Tokeland, as they pass through the reservation when traveling to their home or vacation destination. The grant's goals are to increase law enforcement coverage, enhance crime and citation data sharing, and improve the quality of officer skills, knowledge, and abilities. The Tribe will enhance its ability to collect, analyze, report, and share information through the implementation of a communications network throughout the Reservation, as well as with the Washington State Patrol, through the use of Sector software and the e-ticket program (or similar) for citations and accident reporting. Funds will be used to: install and implement use of a wireless mesh network; purchase and install surveillance cameras; purchase and install laptops, printers, and scanners in law enforcement vehicles; purchase and install software; execute an MOU and implement E-ticket or a similar coordinated effort with the state; and provide a variety of trainings for the law enforcement officers.
