The State and Local Law Enforcement Assistance Program: Combating Criminal Narcotics Activity Stemming from the Southern border of the United States under the American Recovery and Reinvestment Act of 2009 is designed to provide resources for hiring, retention, assistance, and equipment to local law enforcement along the Southern border and in High-Intensity Drug Trafficking Areas in order to combat criminal narcotics activity stemming from the Southern border of the United States. For the purpose of this solicitation, the term 'criminal narcotics activity' includes all drugs controlled by the Controlled Substance Act 21 USC Section 801.

Under Category I: Combating Criminal Narcotics Activity, San Diego County, in conjunction with the San Diego County Sheriff's Office, will use its funds to create a 16 member Border Uniformed Suppression Team (BUST) that will focus on drug smuggling and border-related crime. In collaboration with federal, regional, state, and local law enforcement agencies, BUST will combat narcotics smuggling and related violence by providing highly visible, uniformed patrol along the border and in border communities. BUST will also support ongoing efforts of the Sheriff's Tactical Narcotics Team (TNT) and the Drug Enforcement Agency-sponsored Regional Narcotics Task Force. The Law Enforcement Coordination Center, the Regional Terrorism Threat Assessment Center, and the Border Intelligence Center will all be utilized to support intelligence-driven enforcement operations. In addition to paying salaries and overtime for the 16 members of BUST, funds will support a Forensic Evidence Technician who will develop evidence linking firearms to border-related violent crimes. The award will also pay for a dedicated Deputy District Attorney who will facilitate timely and vertical prosecution of those apprehended.
