The Recovery Act - Renovation of Correctional Facilities on Tribal Lands Discretionary Grant Program assists tribes in developing strategies to cost effectively construct or renovate existing facilities associated with the incarceration and rehabilitation of juvenile and adult offenders subject to tribal jurisdiction. Careful planning is critical to ensure that new and renovated correctional facilities are appropriately designed for the intended population, supportive of cultural and traditional values, safe and secure when completed, and are in compliance with appropriate standards regarding correctional operations, programs, and design.

The Tule River Tribal Council is the fiscal agent for this grant application. They plan to utilize grant funds to construct a single-tribe multi-purpose justice center. Specifically, the proposed Tribal Justice Center will align with other tribal and non-tribal social service, health, and legal entities to provide probation services, substance abuse and mental health screening, assessment and treatment services, employment assistance, family reunification, and referrals. The tribe will coordinate inmate services with the California Department of Corrections and the Tulare County Sheriff's Department on issues including parole supervision, probation monitoring, court supervision, transportation, and case management.
