Description of original award (Fiscal Year 2010, $197,029)

The purpose of the Drug Court Discretionary Grant Program (42 U.S.C. 3797u et seq.) is to provide financial and technical assistance to states, state courts, local courts, units of local government, and Indian tribal governments to develop and implement drug treatment courts that effectively integrate substance abuse treatment, mandatory drug testing, sanctions and incentives, and transitional services in a judicially supervised court setting with jurisdiction over nonviolent, substance-abusing offenders. The FY 2010 Adult Drug Court Discretionary Grant Program will provide grant funds to jurisdictions to implement or enhance a local drug court or to improve, enhance, expand, or financial support drug court services statewide.

Thurston County will use the grant funds to enhance and expand an Adult DUI/Drug Court to assist non-violent offenders with successful treatment for the use of drugs and/or alcohol. The goals of the DUI/Drug Court enhancement are to: expand the program capacity by 18; provide trauma treatment to participants in the Mental Health and Veterans Court Programs; implement centralized urinalysis testing services for all Adult Therapeutic Court Programs in Thurston County; and enhance and expand the data collection. The program objectives are to reduce recidivism; increase program retention; decrease relapse rates; decrease the underlying symptoms of trauma or Posttraumatic Stress Disorder; increase participants' self-esteem; teach coping and grounding skills to manage emotions; and evaluate the achievement of program goals and objectives.
