Description of original award (Fiscal Year 2010, $280,000)
The Congressionally Recommended Awards Program, authorized by the Department of Justice Appropriations Act, 2010 (Pub. L. 111-117), helps improve the functioning of the criminal justice system, prevent or combat juvenile delinquency, and/or assist victims of crime (other than compensation). Funds should be used for the projects recommended by Congress, in the amounts specified in the joint explanatory statement incorporated by reference into Pub. L. 111-117, and generally consistent with one or more of the following statutory purposes: improving the functioning of the criminal justice system, preventing or combating juvenile delinquency, or assisting victims of crime (other than compensation). Each of these purposes is framed using language drawn, respectively, from the former Byrne discretionary statute, the Juvenile Justice and Delinquency Prevention Act, the Victims of Crime Act, and the Violence Against Women Act. This project is authorized and funded through a line item in the FY 2010 Congressional Budget and by the joint explanatory statement that is incorporated by reference into the FY2010 Department of Justice Appropriations Act.
The Saginaw County Sheriff's Office, in collaboration with the State of Michigan's Region III Homeland Security Subdivision, will consolidate law enforcement and correctional records data, information, and intelligence among the region's law enforcement agencies and correctional facilities. The project intends to facilitate this effort via integration with the Saginaw County Sheriff's Area Records Management System (ARMS). In order to establish connectivity and information sharing capacity among the agencies and their supporting correctional systems, it is necessary to build and structure additional technical (software) capacity within the ARMS platform to accomplish the following goals: (1) establish data sharing connectivity and access among the agencies via one records management (Area Records Management System - ARMS) and information sharing system/network located, operated, and maintained at the Saginaw County governmental complex; (2) increase the regional capacity for law enforcement and criminal justice practitioners to prevent and respond to criminality, terrorist activity, and natural and/or man-made disasters in "real time" and provide safer communities for our citizens; (3) establish communication and data sharing connectivity with state and federal intelligence and investigative "fusion centers;" and (4) enhance the ability of all Region III law enforcement and correctional service agencies and providers to sustain affordable and effective records management systems.
