The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The Kentucky Justice and Public Safety Cabinet (JPSC) will use the 2010 JAG funds in the amount of $3,818,391 to assist state and local units of government and non-profit agencies to create and augment projects which will concentrate on substance abuse. JPSC will use funds to support multi-jurisdictional drug task force programs and enhanced enforcement activities, substance abuse and reentry initiatives, overtime for public safety officers, training opportunities for various criminal justice personnel, upgrades to law enforcement and communications equipment, juvenile drug and alcohol prevention programs, and corrections and community corrections projects. The state's goal is to support long-term investments in public safety which addresses substance abuse, criminal justice systems, operational effectiveness, and enhance other law enforcement initiatives to protect Kentucky citizens.
