The U.S. Department of Justice's (DOJ) State and Local Terrorism Prevention Training and Technical Assistance National Initiative Program is funded through the Department of Justice Appropriations Act, 2010 (Pub. L. No. 111-117). Funding from this program will improve state and local law enforcement intelligence capabilities, including anti-terrorism training and training to ensure that constitutional rights, civil liberties, civil rights, and privacy interests are protected throughout the intelligence process.

The Institute for Intergovernmental Research (IIR) will continue to implement the State, Local, and Tribal Terrorism Prevention Training and Technical Assistance National Program. IIR provides terrorism prevention training and technical assistance services addressing emerging issues, evolving technology, and changing geopolitical conditions. IIR will support the overall program goal of increasing terror prevention knowledge of criminal justice practitioners in state, local, and tribal law enforcement agencies. IIR will use the program's comprehensive, multifaceted approach to addresses five main objectives: training development and delivery of training courses; logistical support planning and facilitation of advisory group meetings, web site, and distance learning; coordinating specialized anti-terrorism online training; product development and research capacity for ongoing research in the areas of terrorism, criminal extremism trends, activities, and threat potential; and provide technical assistance.
