Description of original award (Fiscal Year 2010, $170,000)
Under this award, the City of San Jose (CA) will further enhance and operate a victim centered human trafficking task force in conjunction with the U.S. Attorney's Office, Federal law enforcement, and their Office for Victims of Crime Human Trafficking Services provider to identify and rescue victims of human trafficking, proactively investigate human trafficking cases, and prosecute traffickers. The primary goal of this program is to identify and rescue foreign victims of trafficking through a victim centered, proactive investigation strategy. The secondary goal is the interdiction of trafficking and the successful prosecution of traffickers.
The City of San Jose will use the 2010 Human Trafficking Task Force Initiative funds to support overtime for the San Jose Police Department's Human Trafficking Task Force (Task Force). Specifically, the Task Force, in cooperation with the United States Attorney's Office (USAO) of the Northern District of California, and the Office of Victims of Crime (OVC) funded partner, the South Bay Coalition to End Human Trafficking will continue to: enhance the operations of the multi-agency, multi-disciplinary victim-centered task force; identify and rescue victims of human trafficking and prosecute offenders; train law enforcement professionals, and educate health and social service agencies and victim advocates who may come into contact with human trafficking victims; create and conduct public outreach programs that raise the public's awareness of the term of human trafficking and its definition as a form of modern-day slavery; collect real-time data on human trafficking victims, potential victims, and conditions that may foster human trafficking; and, expand the ability to investigate potential human trafficking incidents within the City of San Jose and beyond, acting as a law enforcement liaison and educator where needed throughout Northern California.
