This program is authorized by the Full-Year Continuing Appropriations Act, 2011, Omnibus Consolidated Appropriations Act, 2011 (Pub. L. 1121-1017, div. B, secs. 1101-1104) and Pub. L. No. 111-117, 123 Stat. 3034, 3134, and informed by section 401 of Public Law 110-403, which authorizes the Department to provide funding to support state and local intellectual property enforcement efforts. The Intellectual Property Crime Enforcement Program is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address intellectual property criminal enforcement, including prosecution, prevention, training, and technical assistance. This program is generally informed by section 401 of Public law 110-403, which authorizes the Department to provide funding to support state and local intellectual property crime enforcement efforts.

The New York City Police Department (NYPD) seeks to expand and enhance its efforts in combating the manufacturing and distribution of counterfit and pirated intellectual property in the five boroughs of New York City, particularly lower Manhattan. Being part of the Intellectual Property Crime Enforcement Program will assist the police department in achieving its goal of reducing the sale and manufacture of counterfeit goods.

The proposed project will provide support for the NYPD, as the department expands its efforts to respond to the economic losses attributed to the sale of counterfeit and pirated goods in New York City. Under this project, the NYPD will be able to increase its capacity to conduct the following: (1) educate officers and the public on intellectual property enforcement, (2) prevent intellectual property crime, (3) investigate intellectual property crime, and (4) prosecute perpetrators involved in the sale of counterfeit and pirated goods. In addition, the NYPD will work closely with its non-law enforcement partners, such as the Motion Picture Association of America, Recording Industry Association of America, the International Anti-Counterfeiting Coalition, and intellectual property brand owners.
