Support of FDA Safe Use Initiative and CDC National Center for Injury Prevention and Control

The Brandeis University, PDMP Center of Excellence (COE) will continue support the Prescription Behavior Surveillance System/FDA, Center for Drug Evaluation and Research (CDER) Project. They will expand the current inventory of prescriber education initiatives to 1) include tools available and utilized by prescribers when prescribing opioid analgesics to ensure patient safety and quality (e.g., risk assessment instruments, opioid treatment agreements), 2) compile outcome measures used by existing studies to assess effectiveness, and 3) continue to search for innovative or effective projects. The Brandeis University will conduct a process and outcomes evaluation of several existing education programs for prescribers. NCA/NCF

The Brandeis University will continue to support the Prescription Behavior Surveillance System (PBSS) utilized by the prescription drug monitoring programs (PDMPs). PBSS provides de-identified data for surveillance purposes and creates a longitudinal, multi-state PDMP database to serve as an early warning surveillance tool. Brandeis University will develop the production capacity to generate quarterly surveillance reports, for each participating state and for the aggregate database. In addition, they will develop and implement secure remote access to the PBSS database for authorized federal researchers. They will also develop benchmarks for participating states of rates of data errors and develop standards for determining which prescription records belong to the same patient. Brandeis University work with each participating state to support them financially and technically in generating high-quality data from PBSS. NCA/NCF

PBSS provides de-identified data for surveillance purposes and creates a longitudinal, multi-state PDMP database to serve as an early warning surveillance tool. Brandeis University will develop the production capacity to generate quarterly surveillance reports, for each participating state and for the aggregate database. In addition, they will develop an early warning surveillance tool to track changes in prescribing behavior and identify emerging trends and an evaluation tool for state and local policy changes and initiatives to influence prescribing behavior. The Brandeis University Prescription Behavior Surveillance System (PBSS) will continue to capture changes across the country in response to the prescription drug overdose epidemic. Brandeis University will use this award to ensure that the PBSS will have public health elements such as definitions of prescription behaviors, standardized surveillance reports, and a process for informing evaluations of public health interventions.

The intention of the funds being sent over to BJA from the CDC is to not only maintain the PBSS with the current 15 states, but to expand the system by 3 states over the next 12 months. Those states are Arizona, Colorado, and New York. If there are funds left over, there are three more states showing interest in participating: North Carolina, New Hampshire, and Maryland. NCA/NCF
