Description of original award (Fiscal Year 2011, $350,000)
The Encouraging Innovation: Field-Initiated Programs is designed to strengthen the criminal justice system by challenging those in the field to identify and define emerging or chronic systemic issues faced by one or more components of the criminal justice continuum (includes but not limited to law enforcement, corrections, courts, and community collaborations) and to propose innovative solutions to address these issues.
The Governor's Office of Crime Control and Prevention, in partnership with the City of Baltimore will implement a strategy to address risks associated with inmate use of cell phones to pursue criminal enterprises. The Baltimore City State's Attorney's Office will proactively prosecute inmates not only for the possession of cell phones, but will also prioritize cases to pursue violent gang members who use cell phones as instrumentalities of violence to further criminal enterprises.
