The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The cities of High Point and Greensboro and the county of Guilford's primary goal is to provide safe communities for their citizens to live and work.

High Point Police Department will use JAG funding to purchase twelve in-car video cameras. The cameras enhance officers safety, improves accountability, reduces liability, simplifies incident review, enhances officer training, improves community perception, strengthens police leadership, advances prosecution and case resolution, enhances officer performance and professionalism, and in the worst cases can speak for an officer when the officer is unable to speak for him/herself. Greensboro Police Department funds will be used to purchase 48 raid vests and 18 ballistic shields. They will also use JAG funds for training of 25 officers in the areas of homicide/violent crime investigations, crime analysis and vice/narcotics. Guilford County Sheriffs Department will use the JAG funds to rent/lease office space for their District III office. The Sheriffs office will be able to lease/rent office space that is more adequate for their needs and is much more accessible to the citizens for which they serve.
