Project Safe Neighborhoods (PSN), a nationwide commitment to reducing gun and gang crime, links existing local programs together and provides them with necessary tools. PSN 1) takes a hard line against persons involved in gun and gang crime, using every available means to create safer neighborhoods; 2) seeks to achieve heightened coordination among federal, state, and local law enforcement; and 3) emphasizes tactical intelligence gathering, more aggressive prosecutions, and enhanced accountability through performance measures. The United States Attorney in each federal judicial district will lead the offensive. The fiscal agent, in coordination with the PSN Task Force, will allocate funds throughout the community.

The Texas Office of the Attorney General, serving as the fiscal agent for the Eastern District of Texas, will reduce gun crime and gang violence by continuing to fund projects as selected by the PSN Task Force appointed by the U. S. Attorney. Specifically, the Office of Attorney General will continue partnerships with the Jefferson County District Attorney's Office and the Inspire, Encourage, Achieve, Inc.(IEA). The Jefferson County District Attorney's will continue Operation Time Machine program in an effort to put felons committing crimes with guns, and gang members terrorizing the community in jail. Inspire, Encourage and Achieve, Inc. (IEA) will continue to provide youth involved in the juvenile justice system with education, rehabilitative, and support services in Southeast Texas.
