Description of original award (Fiscal Year 2012, $800,000)
This program is funded under the Edward Byrne Memorial Competitive Grant Program (Byrne Competitive Program) and the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. Authorized by Pub. L. No.112-55, div. B, title II, 125 Stat. 552, 615, the Byrne Competitive Program helps communities improve the functioning and capacity of their state and local criminal justice systems and provides for national support efforts including training and technical assistance programs strategically targeted to address local, state and tribal needs. The JAG Program (42 U.S.C. 3751(a) et seq.) is the primary provider of federal criminal justice funding to state, local, and tribal jurisdictions, and JAG funds support all components of the criminal justice system.
The Institute for Intergovernmental Research (IIR) will support the Information Sharing Environment (ISE) Privacy and Civil Liberties subcommittee of the Information Sharing and Access Interagency Policy Committee (ISA IPC) and updating the guidelines as required based on committee direction. They will enhance the ability of criminal justice and intelligence professionals to collaborate and share information is the foundation of effective public safety and counter terrorism initiatives. IIR will assist agencies and national programs on PCRCL methods of adoption including Memoranda of Understanding, Privacy Act routine uses, and technology support/automation. They will enable agencies and national programs to adopt appropriate privacy, civil rights, and civil liberties protections that are at least as comprehensive as the ISE Privacy Guidelines primarily among federal agencies, fusion centers, and private sector entities participating in the ISE.
