National Information Exchange Model (NIEM) Development Support Project

Efficient and effective sharing of information between and among justice agencies and their partner organizations is at the heart of today's efforts across the nation to protect public safety. The National Information Exchange Model (NIEM) is a program designed to enable effective and efficient sharing of information between justice and partnering agencies. NIEM is comprised of a data model, tools, and training and technical support services that assist implementers in adopting standards-based approaches to sharing data, and is supported by a robust governance structure that incorporates practitioner involvement from all NIEM user domains.
The Georgia Tech Applied Research Corporation will develop, host, maintain, and enhance tools that may be necessary to support NIEM model management, vendor adoption (such as through publication of application program interfaces and web services), or information exchange specification (Information Exchange Package Documentation, or IEPD) and service specification development. This program was originally funded under the Edward Byrne Memorial Competitive Grant Program (Byrne Competitive Program) and the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. Authorized by Pub. L. No.112-55, div. B, title II, 125 Stat. 552, 615, the Byrne Competitive Program helps communities improve the functioning and capacity of their state and local criminal justice systems and provides for national support efforts including training and technical assistance programs strategically targeted to address local, state and tribal needs. The Georgia Tech Applied Research Corporation will provide technical assistance and engineering support for NIEM goals. The support for NIEM includes model evolution, adoption, governance, scaling, reduction of complexity, development, maintenance, and specialized problem solving technical assistance. NCA/NCF

The Georgia Tech Research Institute (GTRI) will provide critical software development, engineering, and implementation support services to enable the criminal justice field to implement effective and efficient data sharing programs across the country, and promote interoperability to reduce the cost and complexity of system integration and data analysis efforts. GTRI has provided essential support for the National Information Exchange Model (NIEM) and Logical Entity Exchange Specification (LEXS) programs in previous years. This project addresses challenges of developing technical solutions and tradeoffs that balance scaling, growth, agility, ease of use, release stability, and associated tooling. GTRI provides top-tier technical assistance to DOJ’s Global, the NIEM program management office, and LEXS governing bodies in leveraging these tools to maximize the impact of information sharing efforts at the national, state, and local levels.
