Adult Drug Court Site-Specific Technical Assistance Program

The purpose of the Adult Drug Court Discretionary Grant Program (42 U.S.C. 3797u et seq.) is to provide financial and technical assistance to states, state courts, local courts, units of local government, and Indian tribal governments to develop and implement drug treatment courts that effectively integrate substance abuse treatment, mandatory drug testing, sanctions and incentives, and transitional services in a judicially supervised court setting with jurisdiction over nonviolent, substance-abusing offenders. The American University, serving as a technical assistance provider, will use the supplemental funding to achieve these goals: (1) to provide onsite services, including on-site program assessments of 35 drug court programs to determine the effectiveness and the degree to which they comply with the key components of Drug Court Programming; (2) to provide networking and information exchange mechanisms, including use of interactive webinars and web meetings to bring program representatives together to address issues of common concern and/or emerging developments; and (3) preparing and disseminating a range of user-friendly resources to promote implementation of the key components and culturally competent services reflecting best practices applied to all drug court program functions. The American University, serving as a technical assistance provider, will use the supplemental funding to achieve these goals: (1) on-site services, including (a) program assessments of 42 adult drug courts and an additional 21 Veterans Treatment Courts to determine effectiveness and degree of adherence with the “Key Components” and enhance program operations and impact; and (b) other on-site and office-based TA regarding effectiveness in dealing with substance abusing offenders; (2) networking/ information exchange among drug courts, including interactive webinars and web meetings, to promote interchange on issues of common and/or emerging concern and continuation of established rural drug court and veterans treatment court listservs; and (3) preparation/ dissemination of user-friendly resources to promote implementing the “key components” and culturally competent services reflecting “best practices” for all drug court functions, with self-assessment tools drug courts can use to assess their operations, the “key components” and relevant performance benchmarks already articulated.
Three proposed special initiatives, with BJA’s approval, will focus on (1) furthering the strategy for promoting judicial leadership to include collaboration with national judicial educational organizations; (2) specialized services addressing the wide range of issues veterans treatment courts are encountering; and (3) reinvigorating drug treatment courts as “front end” options as well as “back end” ones where they are presently. The project will also support the special initiatives of other TTA partners, including telemedicine and enhanced state-tribal court collaborations.
