Description of original award (Fiscal Year 2012, $502,012)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The partnership led by fiscal agent City of Portland and also consisting of Multnomah County and City of Gresham will hire and/or retain the following 6 positions: 1) a compliance officer to ensure compliance and documentation of internal review recommendations; 2) a deputy district attorney to assist in identifing crime issues; 3) a parole and probation officer to strengthen the referral system related to alcohol and drug treatment; 4) a corrections deputy to organize intelligence and investigative information regarding known and suspected gang members; 5) a police records specialist to manage information regarding addresses, case details, warrants, arrest records, license plate registrations, stolen property and driving records for the Gresham Police Department; and 6) a contractor to coordinate treatment, temporary housing, counseling, and training opportunities for individuals involved in prostitution-related offenses.
