This program is authorized by the Consolidated and Further Continuing Appropriations Act, 2013 (Intellectual Property Enforcement) (Pub. L. No. 113-6, 127 Stat. 198, 253) and informed by section 401 of Public Law 110-403, which authorizes the Department to provide funding to support state and local intellectual property enforcement efforts. The Intellectual Property Theft Enforcement Program is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address intellectual property criminal enforcement, including prosecution, prevention, training, and technical assistance. This program is generally informed by section 401 of Public law 110-403, which authorizes the Department to provide funding to support state and local intellectual property crime enforcement efforts.

The New York City Police Department (NYPD) seeks to continue expanding efforts in combating the manufacturing and distribution of intellectual property in the five boroughs of New York City. Continuity as part of the Intellectual Property Theft Enforcement Program would help the NYPD achieve its goal of reducing the sale and manufacture of counterfeit goods. The proposed project will provide continuing support for the NYPD as they expand efforts to respond to the economic losses attributed to the sale of counterfeit and pirated items in New York City. Under this project, the NYPD will be able to further increase their capacity to: 1) prevent intellectual property crime; 2) investigate intellectual property crime; and 3) prosecute perpetrators involved in the sale/manufacture of counterfeit and pirated goods. The NYPD has been able to work more closely with other law enforcement agencies, such as Immigrations and Customs Enforcement and non-law enforcement partners.
