2014 State of North Carolina JAG Program

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following program areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The North Carolina Department of Public Safety Governor's Crime Commission, acting as the State Administering Agency (SAA), will use the Fiscal Year 2014 JAG award to encourage proactive and innovative programs and methodologies that improve the criminal justice system, that reduce and discourage violent crime and associated problems, and to enhance all aspects of criminal justice processing, including the incarceration and treatment of offenders and general improvements in justice system operations. The overarching goals are to increase local law enforcement agencies' capacities to address illegal drugs and violent crimes and to reduce the overall rate of crime in the State of North Carolina; and to ensure that the state's criminal justice system, including enforcement, prosecution, courts, and corrections, work together to engage the communities and system stakeholders in curtailing criminal activities in all communities of North Carolina. Activities to be funded through the state's FY 2014 JAG Program include: equipment projects; statewide training; gang investigators training; specialized drug interdiction and organized crime drug trafficking training for enforcement teams; Courts and Corrections Initiatives; Special Prosecutors for gun violence crime and major drug trafficking prosecutions; community based Re-Entry Programs; criminal intelligence and information systems; Statewide Infrastructure and Technology Improvement Initiatives and technology innovation; Preventing Prescription Drug Abuse Initiative with both an enforcement and education component; and Gang Prevention and Gang Prosecution efforts with an emphasis on addressing the gang cartels that conduct business in the State of North Carolina.
