Description of original award (Fiscal Year 2015, $123,251)

The purpose of the Wrongful Conviction Review Program is to provide high quality and efficient representation for potentially wrongfully convicted defendants in post-conviction claims of innocence. This program is funded under the FY15 (BJA - Wrongful Conviction Review) Pub. L. No. 113-235, 128 Stat. 2130, 2192. Post-conviction innocence claims are likely to include complex challenges to the reliability or accuracy of evidence presented at trial which fall mainly into three categories: eyewitness identification evidence; confession evidence; and forensic evidence. The first goal of the initiative is to provide a national training session for existing and potential grantees that focuses on litigating post-conviction claims of innocence cases. This training will increase the ability and expertise of attorneys representing individuals in post-conviction proceedings to efficiently and effectively evaluate and litigate cases involving claims of innocence. The second goal is to provide ongoing direct technical assistance to grantees and attorneys representing individuals in post-conviction cases.

The National Association of Criminal Defense Lawyers (NADCL) will provide national training and technical assistance on post-conviction claims of innocence issues to BJA grant recipients, and to other innocence projects and defender offices through an online web portal and direct access to NACDL's Resource Counsel. NADCL will develop an online tool kit to explain the training and technical assistance, and how to access these resources. The NADCL will also provide an in-depth assessment of Wrongful Conviction grant recipients.
