Description of original award (Fiscal Year 2016, $875,000)

The International Association of Chiefs of Police (IACP) will use the supplemental funding under the Anti-Human Trafficking National Training and Technical Assistance Program for Law Enforcement Task Forces to coordinate the nationwide delivery of anti-human trafficking training and technical assistance services to all BJA-funded ECM Task Forces, law enforcement agencies, criminal justice professionals (e.g., academic, adjudication, etc.), and communities that are either forming new anti-human trafficking task forces or are working to expand or improve the effectiveness of an existing task force. The services will include, but are not limited to, an assessment of existing relevant training and educational sessions, and the training needs of the BJA-funded ECM task forces, as well as provide onsite or remote guidance on matters relevant to the operation of ECM task forces and respond to requests for general information and guidance on the topic of human trafficking and task force operations. IACP will coordinate appropriate training, upon request, for law enforcement agencies, state prosecutors, or collaborative criminal justice partnerships to help them more effectively address human trafficking within their jurisdictions and the surrounding area. IACP will continue to partner with AEquitas and the Urban Institute to implement a comprehensive approach to provide anti-human trafficking TTA services to all BJA-funded ECM task forces and other law enforcement agencies, criminal justice professionals, and communities combatting human trafficking.

Coordinated TTA will aid in: increasing awareness and prioritization of human trafficking cases; refining performance measures to analyze and highlight the number and success of human trafficking prosecutions; supporting a proactive approach to investigating and prosecuting cases; enhancing victim-centered approaches; implementing investigative and prosecutorial best practices; and providing updated resources and targeted support on state human trafficking laws and legal strategies.
