The purpose of the FY 2015 Justice Reinvestment Initiative State-level Technical Assistance Competitive Grant Program is to implement a Justice Reinvestment model. “Justice reinvestment” refers to a data-driven model that : (1) analyzes criminal justice trends to understand what factors are driving the growth in jail and prison populations; (2) develops and implements policy options to manage the growth in corrections expenditures, generates savings in public revenues, and increases the effectiveness of current spending and investment to increase public safety and improve offender accountability; and (3) measures the impact of the policy changes and reinvestment resources and holds policymakers accountable for projected results.

The technical assistance provider will provide technical assistance that includes, but is not limited to, comprehensive data analysis, policy development, implementation and planning guidance, and support for program sustainability.

The Council of State Governments will use funding to provide intensive support to state governments pursuing justice reinvestment by: increasing policymakers’ familiarity with and readiness for justice reinvestment; providing four new states with Phase I technical assistance, including the analysis of data and development of policy options; providing up to four new states with Phase II technical assistance to effectively implement policies and programs; administering Phase II subaward implementation grants to four states; and collecting data from Phase II states to determine and monitor the effectiveness of the implemented policies, programs, and reinvestments.
