Signed into law on July 22, 2016, the Comprehensive Addiction and Recovery Act (CARA) is the first major federal substance use disorder treatment and recovery legislation in 40 years and the most comprehensive effort to address the opioid epidemic. CARA establishes a comprehensive, coordinated, and balanced strategy through enhanced grant programs that expand prevention and education efforts while also promoting treatment and recovery. The purpose of this program is to deliver training and technical assistance (TTA) to state and local criminal justice and substance abuse treatment agencies, prescription drug monitoring programs (PDMPs), and their partner agencies in sites selected through the Comprehensive Opioid Abuse Site-based Program (COAP) solicitation. This TTA program is designed to complement the site-based competitive solicitation. This solicitation offers four TTA categories for distinct sets of activities to provide targeted customized TTA to existing and future COAP sites. In category A, BJA seeks an applicant that will provide the logistical support associated with providing online and in-person training, data collection, and publications. This project contains a research and/or development component, as defined in applicable law, and complies with Part 200 Uniform Requirements - 2 CFR 200.210(a)(14).
The Institute for Intergovernmental Research will use the BJA funds to provide meticulous planning and management of small- and large-scale live and virtual training opportunities. Meeting coordination, an IIR hallmark, will be meticulously managed to ensure a streamlined process for all, including uniquely created apps for national trainings. IIR will collaborate with BJA and other TTA providers on substantive elements and will partner with the IJIS Institute on select trainings. In addition, IIR will coordinate, craft, and distribute COAP Quarterly Updates and other COAP high-quality, professional publications and products. IIR will support TTA providers in doing the same. Also, IIR will use technology to improve communications within the Network and expand the program reach.
