DC Adult Recidivism Reduction Strategic Plan

The Second Chance Act of 2007 provides a comprehensive response to the increasing number of people who are released from prison, jail and returning to communities, including resources to address the myriad of needs of these offenders to achieve a successful return to their communities.

The goal of the Second Chance Act Statewide Recidivism Reduction Strategic Planning Program is to assist state teams in developing strategic plans that are comprehensive, collaborative and multi-systemic. These plans address the challenges posed by reentry through various policies and/or procedural practices that are essential to a supportive and successful transition from state correctional facilities to the community, thereby reducing the state's recidivism rate and increasing public safety.

Grant funds will be used to pay staff salaries and consultant fees for work on the project to consolidate current reentry strategic plans throughout the city, district agencies and organizations into a more comprehensive plan for returning citizens to equip them with the tools they need to be successful upon community reentry. The recidivism reduction goal for the district's recidivism reduction plan is a reduction of at least 50% in recidivism in re-arrest, reconviction, and reincarceration over the course of five years for a targeted population; as well as a noticeable reduction in parole violations. The district intends to include a targeted reduction rate that of 10% per year for five years. Consolidating reentry plans and developing a strategic recidivism reduction plan will allow the district to enhance the continuity of care provided to individuals returning to the community following incarceration.
