The Department of Public Safety (DPS) is requesting Coverdell formula funds for the Utah Bureau of Forensic Services (UBFS), Intermountain West Regional Computer Forensic Laboratory (IWRCFL), and the Utah Bureau of Forensic Toxicology (UBFT).
These laboratories comprise the state forensic laboratory system. The funding would be used to target three pressing issues in both opioid and non-opioid related areas: manpower, equipment maintenance and replacement, and training. Funding is requested to retain a part-time Program Specialist at the IWRCFL and to hire a part-time Forensic Scientist (chemist) at the UBFS. To enhance accuracy of analyses, and avoid downtime and subsequent delays in testing, the UBFT and the UBFS would like to purchase consumables supplies and repair kits to perform necessary preventative maintenance on the scientific instruments used for analysis of opioids and other controlled substances. Additionally, training is requested by the UBFS, IWRCFL, and UBFT so that analysts can maintain expertise in their respective disciplines and obtain (or maintain) certification in those disciplines. Utilizing Coverdell funds to maintain acceptable case turnaround times and reduce backlogs will help to improve the quality, efficiency and timeliness of forensic science services for the State of Utah. nca/ncf
