In March 2018, ANAB released a new supplemental, AR 3125, requiring that photographs, or images collected or created and preserved for future testing, such as print comparison, Automated Fingerprint Identification System (AFIS) entry, or footwear comparison, be treated as evidence and have a chain-of-custody with a record of the date and individual accessing the image.

Currently, the City of Henderson Police Department, Criminalistics Laboratory uses a 10-year old, home-grown photo database for image storage and retrieval, which does not have a complete chain-of-custody audit trail, revision history capability, nor does it integrate with Adobe Photoshop. With this award, the City of Henderson Police Department, Criminalistics Laboratory will purchase software to establish a comprehensive Digital Information Management System to improve our current operations in the quality and timeliness of forensic science services.

The software will afford us the opportunity to provide a complete image tracking system, with accurate chain of custody, Photoshop integration, comparative analysis enhancement for footwear, tire track, and latent print impression evidence, and a print ordering module to meet court discovery requests. Modifications made to the images, including complete metadata, will also be retained for admissibility purposes in court. This grant opportunity will allow us to meet the new requirements under our accrediting body and satisfy compliance under ANAB supplemental AR 3125 to maintain accreditation.
