Oklahoma City Police Department (OCPD) - $271,377 plus all interest earned The OCPD, the fiscal agent, proposes to utilize 2018 JAG funds and interest for the following program and project. Digital Evidence Collection Technician Program - $137,287 PURPOSE: Case Management The Investigations Bureau receives hundreds of criminal cases every month which have digital evidence associated with the investigation. Many times, the digital evidence cannot be collected by the uniformed officer on the original call for various reasons. The proposal is to hire two part-time employees which would be assigned the task of driving to every location which has digital evidence ready to be picked up then deliver the evidence to the assigned investigator. The unit supervisor will maintain monthly performance data activity on the part-time employees. The City of Oklahoma City proposes to utilize approximately $137,287 to employ two part-time civilians for this program. OCPD has successfully hired retired police officers in a non-enforcement capacity in the past for other programs. The benefit to the department of hiring former officers is their past training and experience conducting interviews and interacting with the public. The budget for this project is based on two employees working an average of 28.00 hours per week at $25.50 per hour for ~89.3 weeks, plus FICA. It is anticipated that expenditures for this 2018 grant project will begin in 2019. OCPD Radar Replacement Project - $134,090 The department has an estimated 150 old and outdated radars that need replacement. The goal of this project is to purchase 88 radars using the 2018 JAG funds and an additional 62 radars with local funds. Traffic enforcement is key to providing traffic safety to the motoring and pedestrian public so they can safely travel throughout the community. With the funding provided by 2018 JAG funds, this goal will be attainable. The Oklahoma City Police Department proposes to utilize $134,090 of the 2018 JAG funds towards the purchase of 88 replacement radars. Any additional funds needed to complete the purchase of the project will come from OCPD local funds. It is anticipated that expenditures for this 2018 grant project will occur in 2021. Oklahoma County Sheriff’s Office Land Mobile Radio Equipment and Services Project - $157,236 Oklahoma County Sheriff’s Office is faced with repairing/replacing its radio infrastructure. The goal is to use 2018 JAG funds to contract for Land Mobile Radio equipment and services. This will provide for a faster, reliable and stable infrastructure for law enforcement communications. The contract will be with the City of Oklahoma City to use their robust 800 MHz system and equipment. This system allows for multiple agencies to be on one system and creates standardization and interoperability. Performance data captured will include monthly use and monitoring reports. The Oklahoma County Sheriff’s Office proposes to use $157,236 of the 2018 JAG funds to contract for Land Mobile Radio equipment and services with the City of Oklahoma City. Any additional funds needed to complete the purchase of the project will come from Oklahoma County Sheriff's Office funds. It is anticipated that expenditures for this 2018 grant project will begin in 2020. Oklahoma County Sheriff’s Office FBI National Incident Based Reporting System Compliance Project - $4,863 It is the goal of the Oklahoma County Sheriff’s Office to utilize three percent of the 2018 JAG allocation towards the purchase of equipment and/or materials for the Records Management System in order to achieve compliance with the FBI’s National Incident Based Reporting System. With the funding provided by 2018 JAG funds, this goal will be attainable. The Oklahoma County Sheriff’s Office proposes to utilize $4,863 of the 2018 JAG funds towards the purchase of equipment and/or materials for the Records Management System. It is anticipated that expenditures for this 2018 grant project will begin in 2019. Del City Police Department Body Armor Replacement Project - $9,141 It is the goal of the Del City Police Department to utilize funding from the 2018 JAG to purchase replacement Body Armor for Police Officers. With the funding provided by 2018 JAG funds, this goal will be attainable. The Del City Police Department proposes to use $9,141 of the 2018 JAG funds to purchase replacement Body Armor for 13 Police Officers. Any additional funds needed to complete the purchase of the project will come from local funds. It is anticipated that expenditures for this 2018 grant project will begin in 2019. Del City Police Department FBI National Incident Based Reporting System Compliance Project - $283 It is the goal of the Del City Police Department to utilize three percent of the 2018 JAG allocation towards the purchase of equipment and/or materials for the departments Records Management System in order to achieve compliance with the FBI’s National Incident Based Reporting System. With the funding provided by 2018 JAG funds, this goal will be attainable. The Del City Police Department proposes to utilize $283 of the 2018 JAG funds towards the purchase of equipment and/or materials for the departments Records Management System. It is anticipated that expenditures for this 2018 grant project will begin in 2019. Midwest City Police Department Taser Project - $8,673 Several Tasers within the department have reached the end of their useful life and replacement has become necessary. It is a goal of the Midwest City Police Department to provide officers with Tasers to be used as a Less-Than-Lethal use of force. With the funding provided by 2018 JAG funds, this goal will be attainable. Performance data will be captured on monthly reports that will detail each use and associated information. The Midwest City Police Department proposes to use $8,673 of the 2018 JAG funds to purchase eight additional Tasers and related equipment. These Tasers will replace some of the outdated devices that can no longer be serviced and have exceeded the recommended life expectancy. The Tasers will be issued to patrol officers to assist in the apprehension of non-compliant suspects in violent crimes and with combative mental health consumers. It is anticipated that expenditures for this 2018 grant project will begin in 2019. Midwest City Police Department FBI National Incident Based Reporting System Compliance Project - $269 It is the goal of the Midwest City Police Department to utilize three percent of the 2018 JAG allocation towards training in order to achieve compliance with the FBI’s National Incident Based Reporting System. With the funding provided by 2018 JAG funds, this goal will be attainable. The Midwest City Police Department proposes to utilize $269 of the 2018 JAG funds towards training in order to achieve compliance with the FBI’s National Incident Based Reporting System. It is anticipated that expenditures for this 2018 grant project will begin in 2019.
