The Pennsylvania Commission on Crime and Delinquency (PCCD)is requesting FY 2019 Paul Coverdell Competitive Funds to support the Pennsylvania State Police(PSP) to improve the quality and timeliness of forensic science and simultaneously target the challenges the opioid crisis has brought to the forensic science community. PCCD is proposing to utilize Coverdell competitive funds to support toxicology services being offered at no charge to law enforcement agencies and increase public safety on roadways across the Commonwealth. As the use of opioids increases, more law enforcement will need to submit specimens for analysis to keep impaired drivers from endangering others. Solving cases sooner and allowing for swifter prosecution improves the overall safety and security of the citizens of the Commonwealth of Pennsylvania. PSP received an FY 2018 Paul Coverdell Competitive Award to begin Toxicology Expansion to Provide Statewide Service to all police departments (municipal and state). It is the intent of this proposed project to continue the success of this expansion and request expendable supplies and staff overtime to sustain the quality and success of toxicology analysis.
