Description of original award (Fiscal Year 2019, $1,000,000)

The Emergency Federal Law Enforcement Assistance (EFLEA) Program is by invitation only and provided to mitigate the effects of emergency situations in the affected state and local jurisdictions. The state must reimburse these jurisdictions in a manner proportionate to the incident and the areas affected. Administrative funds may not be deducted from this award. No funds provided under this chapter may be used to supplant State or local funds that would otherwise be made available for such purposes. This Alabama Department of Economic and Community Affairs award will be used to assist with reimbursement for law enforcement activities associated with the Selma Police Department's response to the increased homicide situation and gang activity in the city of Selma and surrounding areas. The risk to the public, and particularly to law enforcement, is high given the recent targeting of police officers by various gangs in Selma, including the Washington Carver Gang, the Downtown Entertainment Gang and the East Selma Bloods.
