Description of original award (Fiscal Year 2019, $900,000)

The Residential Substance Abuse Treatment for State Prisoners Program (34 U.S.C. § 10421.) assists states and local governments to develop and implement substance abuse treatment programs in state, local, and tribal correctional and detention facilities and to create and maintain community-based aftercare and reentry services. The RSAT TTA Program is designed to assist formula grant recipients consisting of states, tribes, and units of local government in the provision of residential substance abuse treatment services for inmates/detainees to prepare participants for reintegration into communities.

The recipient, Advocates for Human Potential (AHP), will present a practical, customized, and effective approach to TTA to support state-based RSAT grantees and local subrecipients in their efforts to develop, implement, and expand substance abuse treatment and aftercare programs. AHP will leverage resources to help RSAT grantees improve service delivery. Beyond providing expert, timely, and practical TTA upon demand, the expectation is that all RSAT grantees will use available TTA and resources to help them improve their current programs or to implement new programs, in accordance with the Promising Practices Guidelines (PPG). With RSAT TTA grant funds, AHP will (1) roll out a fidelity assessment program that assesses program progress since the award of RSAT funding, compliance with RSAT funding mandates, and implementation of services outlined in PPG; (2) coordinate a peer-host training program featuring distinct replicable models that have robust transitional and reentry components recognized as promising practices, meet or exceed current standards of care, and use evidence-based criminal justice programming; and (3) continue to methodically survey RSAT directors about their TTA needs related to the PPG. Other proposed activities include creating fidelity assessment instruments for RSAT programs for juveniles and for residential aftercare RSAT programs; updating the RSAT TTA website with user-friendly improvements; creating and updating curricula to address trending needs (e.g., jail detoxification and withdrawal management); and creating and disseminating podcasts, monthly webinars, listserv announcements, and web-based learning.
