Boulder County Project RENTR

The Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) was developed as part of the Comprehensive Addiction and Recovery Act (CARA) legislation. COSSAP’s purpose is to provide financial and technical assistance to states, units of local government, and Indian tribal governments to develop, implement, or expand comprehensive efforts to identify, respond to, treat, and support those impacted by illicit opioids, stimulants, and other drugs of abuse.

The objective of Category 1 is to encourage and support the development of comprehensive, locally driven responses to opioids, stimulants, and other substances that expand access to supervision, treatment, and recovery support services across the criminal justice system; support law enforcement and other first responder diversion programs for nonviolent drug offenders; promote education and prevention activities; and address the needs of children impacted by substance abuse.

Project RENTR (Readiness, Engagement, Navigation, Treatment, and Recovery) will implement a range of allowable grant activities, including evidenced-based treatment services, peer recovery support services, pre- and postbooking treatment alternative to incarceration approaches, and court-based interventions. Project RENTR will increase services and treatment options for those with substance use disorders in pretrial/prebooking, including those benefitting from a new Colorado law that reclassifies a misdemeanor drug felony as a misdemeanor. Project RENTR will also provide access to comprehensive screenings, assessments, case management, and treatment in the jail environment. The project will continue case management services for 90 days during the reentry process and accelerate access to community-based treatment options.

This project serves Boulder County, Colorado, which has a population of 326,196. The project includes partnerships with the Boulder County Community Services Department.
