Description of original award (Fiscal Year 2020, $146,786)

We are requesting a GAM, that has been corrected with the FICA separated; to be approved with retroactive effect for increased personnel cost/fringe benefits that have already been expended, per the EPDR on August 11, 2021. The grant application was based on the then current needs of the Lauderhill Police Department and based on the best options available in April 2020. Technology has since developed and we have better quality products available at reduced competitive prices, also a review of our changing needs requires a modification to our original list of equipment and supplies and their quantities. To continuously protect the community in these uncertain times, there is a lot of additional demand on the police personnel requested to patrol various events such as the COVID-19 testing sites, vaccination sites, and community benefits such as food distribution events. Other public events in the City such as car shows etc., are also being patrolled to ensure that CDC guidelines are adhered. Per the EPDR conducted on 8/11/2021, we are requesting a retroactive approval of increased personnel hours and cost/fringe benefits that have already been expended by way of an increase in our budget allocated towards overtime costs for police personnel. Due to the Just Grants system not being fully functional, there has been a delay in submitting the budget modification request via the GAM within the Just Grants portal. We propose to achieve this budget modification by freeing up funds from other line items by (i) purchasing more cost-effective and efficient products now available, (ii) reducing the quantities of approved items and (iii) no longer requiring the purchase of two of the approved items on the budget. Per the attachment herewith titled: Covid Grant Budget modification Sheet, we seek retroactive approval for the following: We request to reduce the quantity of "Protective Surgical Masks" from the approved 40,000 pieces to 20,000 pieces. (We will free up $20,000) We no longer require to purchase the approved 3M PAPR rebreathing masks. (We will free up $18,000) We no longer require to purchase the approved Clorox 360 Bio-Planet Disinfecting Machine that was among the best options available back in April 2020. (We will free up $4,000). We have a more efficient and handy product available at a much lower cost - please see below, #4. Instead of item in #3 above, we are requesting the purchase of four (4) cost effective and handy Ryobi Electrostatic Spraying machines at a total cost of $1,544.40. This request was approved as an emergency requirement by our Grant Manager, Ms. Tamaro White. We are requesting moving the freed up resources outlined in # 1, 2 and 3 above toward purchase of #4 above, and toward retroactive overtime costs -- We are requesting $40,455.60 to be added to our approved budgeted overtime cost including fringe benefits of $48,256 for a total of $88,711. We are seeking approval of $88,711 toward overtime costs for reasons aforementioned. The requested budget modification will ensure the best use of grant funds in our continued efforts to safeguard and protect the community, our first line employees and first responders.Thank you.
