This brief document serves to promote information sharing among local, state, tribal, and federal law enforcement agencies.
This document describes the 10 steps it takes for a law enforcement agency to become part of the National Criminal Intelligence Sharing Plan, in an effort to systematically share criminal justice information among large and small local, state, tribal, and federal law enforcement and public safety agencies. Steps listed include: recognizing the value of sharing intelligence information within an agency as well as with other agencies; establishing a mission statement and information policy document; connecting state criminal justice networks and regional intelligence databases; ensuring privacy issues are protected; using the Internet as a resource; providing agency members with appropriate training on criminal intelligence process; becoming a member of the local Regional Information Sharing Systems (RISS) center and the Federal Bureau of Investigation’s (FBI) Law Enforcement Online (LEO) system; partnering with public and private infrastructure sectors; and participating in various intelligence organizations.
