The purpose of the Merge Notification Service is to communicate information about multiple individual system records that, based on certain criteria, represent the same real-world entity. It is a companion service to the Entity Resolution Service.
Law enforcement support systems (e.g., federated query or link analysis applications) will use this service whenever they need to determine (at some probability) whether two entities are the same based on common attributes within a record.
In most implementations, this service is the asynchronous callback for a nearby Entity Resolution Service (ERS). This Merge Notification Service is the destination to which an ERS implementation sends the results.
