Description of original award (Fiscal Year 2021, $172,929)

The “PSN West” model will continue implementation in both Shelby County and Madison County during the October 1, 2021 – September 30, 2024 period. PSN West is a collaborative local and federal effort to reduce violent gun crime by focusing on Crime Drivers – a small proportion of individuals who drive violent crime. The PSN West believes better integration of research evidence and human intelligence will enhance criminal justice efforts to address the ongoing issue of violent crime. Human intelligence will be studied by comparing Crime Drivers to a similarly situated control group who are not subject to enhanced focus by the criminal justice system. Enhanced focus for Crime Drivers means increasing arrests, prosecution, and adequate sentencing while simultaneously sharing locally developed crime reduction outreach campaigns to spread awareness of the law enforcement and prosecutorial approach to gun crime. All elements listed above will be implemented in Shelby County and Madison County will continue to implement its crime reduction outreach campaign.
The PSN West partners include: the United States Attorney’s Office of the Western District of Tennessee, Bureau of Alcohol, Tobacco, Firearms, and Explosives, Shelby County District Attorney General’s Office, Shelby County Sheriff’s Office, Memphis Police Department, Themis Center for Justice Policy, Practice and Research, Madison County District Attorney General’s Office, Madison County Sheriff’s Office, and Jackson Police Department.
