Proposed Initiative: Pueblo County Partners for Data and Substance Abuse Response

Project Summary: The proposed project addresses the DOJ priority areas of protecting the public from crime and evolving threats, promoting civil rights, and building trust between law enforcement and the community. The Pueblo Department of Public Health and Environment (PDPHE) aims to employ comprehensive, real-time, regional information collection, analysis, and dissemination to increase capacity, cultivate partnerships, expand data collection and use, establish a systematic process for data analysis and dissemination, improve data infrastructure, and provide technical assistance to project partners working to reduce the substance use burden on Pueblo County.

Service Area: Pueblo County, Colorado and associated zip codes.

Who Will Benefit: Community partners including those involved in the prevention and treatment of substance use, law enforcement, social service agencies, health care, etc.; community members.

Goals: 1) Expand data infrastructure by collecting additional substance use and treatment measures. 2) Encourage data utilization by community partners and members. 3) Create a comprehensive substance use data repository and agreements for contributions and usage of data. 4) Incorporate a health equity lens through involvement of community experts and implementation of best practices.

Primary Activities:  

Identify gaps in existing measures being collected, determine qualitative and quantitative measures to add, secure agreements from partners to submit data, format enhanced data dashboard
Encourage increased utilization of data by community members and partners through the provision of training and technical and financial assistance
Identify needs of a distributed data network and considerations for data aggregation; work with contractors to create and implement plans; secure partner agreements for compliance
Create a Health Equity in Data plan based on research to infuse health equity into all facets of the project

Products and Deliverables: 1) An enhanced data dashboard with additional quantitative and qualitative measures on existing and emerging drug threats, substance use, and treatment in Pueblo County. 2) Reports on data inquiries/requests from community partners and members. 3) Reports on number of times data is used by partners and members. 4) Development of a distributed data network. 5) Development of a data infrastructure and governance agreement. 6) The creation and implementation of a Health Equity in Data plan.
