Residential Substance Abuse Treatment for State Prisoners Program (RSAT)

The Florida Department of Law Enforcement (FDLE) plans to allocate the funds for Residential Substance Abuse Treatment Program (RSAT) services for prisoners in state and local correctional facilities and in community-based residential treatment facilities. FDLE intends to allocate RSAT funding for the delivery of overlay substance abuse and mental health services to adjudicated adolescent juveniles under the supervision of the state juvenile justice court. Overlay services may include comprehensive substance abuse evaluations; group, individual, and family substance abuse counseling/therapy; crisis intervention therapy; suicide prevention services; comprehensive mental health evaluations and treatment for youth with co-occurring mental disorder; 24-hour response capability with access to acute care settings and mental health/substance abuse emergency management services; routine and random urinalysis drug testing with positive tests followed by appropriate clinical intervention and sanctions (including drug screening upon the youth's initial intake); psychopharmacological therapy and availability for psychiatric and psychological consultation and services; and substance abuse treatment planning, updating, and review.

 

FDLE will allocate no less than 10% of its total funding amount for local county correction departments provided they exist, to fund the jail-based RSAT Program for offenders incarcerated in local facilities.
