Description of original award (Fiscal Year 2022, $147,842)
The Guam Bureau of Statistics and Plans, State Administering Agency (SAA), is applying for the Fiscal Year 2022 Residential Substance Abuse Treatment (RSAT) for State Prisoners Grant. Through its implementing agency, the Guam Behavioral Health and Wellness Center (GBHWC), in coordination with the Guam Department of Corrections (DOC), will use the funds to continue implementing the Residential Substance Abuse Treatment Program within the DOC facility. The RSAT Program's goal is to break the cycle of drugs and violence by reducing the demand for, use, and trafficking of illegal drugs. To achieve this, the RSAT program will continue to build treatment capacity by sustaining the Chemical Dependency Treatment Specialist and the Psychiatric Technician positions. The continued implementation of the Chemical Dependency Treatment Specialist and Psychiatric Technician positions will ensure that the treatment and individual care of the participant will be met and the participant will be provided with the tools to maintain their recovery and make the transition from prison life to community life as stress free as possible. Performance Measurement data will be captured to ensure program goals and objectives are accomplished. Coordination efforts are in place with GBHWC, DOC, the Superior Court of Guam and the Parole Service Division, to include, community self-help organizations.
