Description of original award (Fiscal Year 2022, $365,447)

The Idaho State Police Planning, Grants, and Research (PGR) is applying for the FY 2022 Residential Substance Abuse Treatment grant to create or enhance jail-based programs and to support the under-funded jail or prison-based residential substance abuse treatment programs in Idaho. The current RSAT subgrantee that may apply for continued funding is the Twin Falls County Adult Detention Facility. To date, no other entities throughout the state have been identified as being able to meet the required RSAT elements.

Twin Falls County Adult Detention Facility seeks to continue improving access to care for drug dependent or addicted offenders (oftentimes with co-occurring mental illness) incarcerated at the adult detention facility in Twin Falls, Idaho. Collaborating with criminal justice organizations and the community, RSAT funds are used to employ an addictions/mental health counselor, a Case Manager and a part-time Case Manager.  The counselor provides substance use disorder treatment and mental health care assistance to inmates wishing to lead a sober and law-abiding lifestyle.  The Case Managers provide inmate support in obtaining services in their community prior to and at the time of release; such services include substance use treatment, aftercare, mental health treatment, medical care, housing, employment, sober community supports, education and job training, and links to other needed services that allow clients continued recovery and resiliency.  This is the first jail-based program funded with RSAT funds in Idaho.
