The State of Tennessee proposes to use FFY 2022 RSAT funding to support the
following program:
The Office of Criminal Justice Programs’ primary goal in the administration of RSAT
funds is to enhance, prepare and assist the Tennessee Department of Correction
(TDOC) with implementation and continuation of effective and quality residential
substance abuse treatment programs that address the total needs of the offender
population served. In addition to substance abuse treatment, OCJP seeks to
incorporate into the RSAT program other key components of successful rehabilitation
including vocational training and job placement assistance, life skills training, social
skills development, family therapy, cognitive restructuring, and other skills to address
substance abuse and related problems.
Tennessee Department of Correction (TDOC) - Residential Substance Abuse
Treatment Program
Tennessee proposes to continue to fund the Tennessee Department of Correction
(TDOC) with the 2021 RSAT award. During State Calendar Year 2022, TDOC will
operate Three residential therapeutic community substance abuse treatment programs
providing just over 350 treatment beds across two of their correctional facilities. These
programs implement a therapeutic community using the RSAT model and are located in
the following sites: Morgan County Correctional Facility (105) and West Tennessee
State Penitentiary (254).The TDOC program incorporates a multi-phase treatment
approach as outlined below:
Phase I (Orientation and Identifying Anti-Social Thinking Patterns)
Phase II (Main Treatment: Substance Abuse Counseling and Pro-Social Skill
Development)
Phase III (Transition, Reintegration and Giving Back)
