In Illinois, the Illinois State Police (ISP) Sex Offender Registration Unit is responsible for the receipt, storage, and appropriate dissemination of all sex offender records.  Since the Sex Offender Registration and Notification Act was signed in July 2006, Illinois has taken major steps to come into compliance. Despite these accomplishments, much work remains to be done. In July 2011, Illinois submitted a Substantial Implementation package to the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART Office) for review. The SMART Office provided a report to Illinois outlining areas in which Illinois was not in compliance with SORNA. Among the one of the areas in need of improvement was ISP’s posting of registrant information on the public website and an e-mail notification system for the general public. 

SORNA Federal Fiscal Year 2022 (FFY22) funds will be towards the development of the new record management system for the Illinois State Police. The Illinois State Police recently initiated LEADS 3.0 statewide. It has been determined through this process, that the development of the record management system for offender registration will be a time-consuming process that will need to be created to synchronize effortlessly with LEADS 3.0. This will involve a detailed development action plan to include all the necessary items due to the complicated Illinois registration statutes.
